LCL or FCL?

Choose the right container option for your cargo and budget

The difference between LCL and FCL can mean a 30–60% cost swing. We advise which is right based on your CBM, cargo type and urgency — at no charge.

🚢 LCL — Less than Container Load
Share a container. Pay only for your CBM.

Your goods are consolidated with other importers' cargo in one container. You pay per cubic metre (CBM) — ideal if you're shipping below a full container's worth.

From ₦420,000 /CBM to Lagos
Indicative rate. Origin-dependent. Confirmed within 24 hours.
Minimum 1 CBM — flexible for smaller orders
No need to wait until you have a full container
Lower upfront cost — ideal for SME importers
Multi-supplier consolidation available from China warehouses
Longer port dwell time — cargo waits for consolidation
Slightly more documentation vs FCL (multiple AWB equivalents)
Best for: Importers shipping 1–12 CBM, new-to-import businesses testing products, seasonal restocks, and multi-supplier orders consolidated before shipping.
Get LCL Quote
🚤 FCL — Full Container Load
Your container. Better rate per CBM. Full control.

You rent the entire container — 20ft, 40ft or 40ft High Cube. Your goods travel alone, which means lower per-CBM cost at scale, faster devanning, and reduced handling risk.

From ₦1.8M 20ft ex-China
All-in indicative rate incl. origin charges, sea freight, destination and clearance.
Lower per-CBM cost above 12–15 CBM vs LCL
Container arrives sealed — reduced handling and damage risk
No wait for consolidation — departs on booked vessel
Available for 20ft, 40ft, 40ft HC, open-top and flat-rack
Reefer (refrigerated) containers available for food/pharma
Higher upfront cost — only economical above ~12 CBM
Best for: Established importers with regular volume, bulk orders, vehicles, building materials, industrial machinery, and anyone shipping more than 12–15 CBM regularly.
Get FCL Quote
LCL breakeven point: When your shipment exceeds 12–15 CBM, FCL typically becomes cheaper per CBM. We calculate this precisely for every client — ask us to compare both options side-by-side before you decide.

Why transparency matters at the port

Hidden port charges are the #1 complaint of Nigerian sea importers

A freight forwarder quotes you ₦600,000 per CBM. What they don't say: NPA levy, destination THC, container examination fee, CISS inspection, NCS scanning charge, "port agent fees" and their own markup can easily add ₦800,000–₦2,000,000 to a typical FCL shipment — none of which was in the original quote.

By the time your container clears Apapa, you've paid five people you didn't know existed. Your supplier is on the phone. Your customer is cancelling. Your line of credit is maxed.

Doubleway quotes every one of these charges up front — named, itemised and explained. Our clients pay what they were told they'd pay. That's the only way we work. CRFFN/2023/004567. CAC RC 9161673.

Port Clearance Process

Your container's journey from vessel to your warehouse

Eight steps — pre-arrival to final delivery. We manage every one, with WhatsApp updates at every milestone. Zero demurrage is the goal at each stage.

01
Pre-Arrival PAAR & Form M

We file the Pre-Arrival Assessment Report with Nigeria Customs 48–72 hours before the vessel berths. Form M and all commercial documents submitted. Early filing = faster duty assessment and reduced port dwell time.

02
Bill of Lading Endorsement

Original Bill of Lading received and endorsed through your bank (for LC shipments) or endorsed directly from the shipping line. We collect and present to the terminal for container release authority.

03
Vessel Arrival & Manifest

Vessel berths at Nigerian port. Cargo manifest confirmed. Container number and seal verified against shipping documents. Any discrepancies flagged and resolved immediately — before customs examines.

04
NCS Assessment & Examination

Nigeria Customs Service assesses duty based on PAAR and SGD. Container selected for green (documentary), yellow (scanning) or red channel (physical examination). Our agent attends all physical examinations in person.

05
SON / NAFDAC Inspection

SON (Standards Organisation of Nigeria) physical inspection for regulated goods. NAFDAC inspection for food, pharma, cosmetics. We coordinate timing to run concurrently with NCS — avoiding sequential delays that cost demurrage days.

06
Duty Payment & NPA Levy

Import duty, VAT, NPA port development levy and CISS levy paid on your behalf from funds you've provided. All receipts forwarded to you same-day via WhatsApp. Release order issued by NCS typically within 24 hours of payment confirmation.

07
Gate-Out & Container Exit

NCS releases the container. Terminal gate-out pass obtained. Container loaded on our bonded truck and exits the port. Photo of gate-out sent to you immediately. Terminal demurrage clock stops here.

08
Nationwide Delivery & Devanning

GPS-tracked, insured haulage from any port to Lagos, Abuja, Kano, Port Harcourt or any state. Devanning (container unloading) at your warehouse or bonded facility. Empty container returned to depot. Final invoice issued.

Our zero-demurrage commitment: We schedule every step proactively to keep your container moving. Our agents monitor your container status daily from the moment the vessel departs — not just after it arrives. 97% of our containers exit port within the free demurrage period.
The Demurrage Problem

Demurrage — Nigeria's most expensive hidden cost

Nigerian seaports charge demurrage (container rental beyond the free period) and detention (container outside the port) that can run to ₦150,000–₦600,000 per container per day — and it accumulates silently while your agent is unresponsive. Use our calculator to see what's at stake.

What is demurrage?
Demurrage is a daily charge by the shipping line for each day your container stays at the port terminal beyond the free period (typically 5–10 days at Nigerian ports). At Apapa, demurrage can be $50–$150/day per TEU — quickly exceeding the value of your goods.
What is detention?
Detention is charged when you've taken the container out of the port but haven't returned the empty container to the shipping line's depot within the agreed free period. Detention runs in parallel to demurrage and is equally expensive — often ₦80,000–₦200,000/day.
Why does it happen so often in Nigeria?
Late PAAR filing, incorrect HS codes, delayed Form M approvals, NAFDAC/SON queuing at the port, unresponsive agents, and bank delays on duty payment. Each of these can add 3–7 days — often multiple issues compound simultaneously. We prevent every one of them.
How Doubleway prevents demurrage
We file PAAR before your vessel departs origin. We track every container daily. We coordinate NAFDAC, SON, NCS and bank simultaneously — not sequentially. 97% of our containers exit port within the free period.

Don't forget detention — the empty container must be returned to the shipping line's depot within the free detention period (often 5–7 days at Lagos). We coordinate truck scheduling and container return to prevent double charges.

Nigerian Regulations

Sea cargo compliance — every requirement explained

We handle all of these on your behalf with CRFFN-licensed agents physically present at every Nigerian port. Know what applies to your goods before they ship.

Form M — Pre-Shipment
Form M & CBN Requirements

Form M is a mandatory Central Bank of Nigeria document for all commercial imports valued above USD $1,000. It must be opened at your Nigerian bank and approved before goods leave the origin country. Failure means goods cannot clear customs.

Opened at your bank using a pro-forma invoice from your supplier
Bank confirms availability of FX — critical under current CBN policies
Form M validity: 180 days (extendable) — open early
Bill of Lading description must match Form M commodity exactly
We advise on current CBN Form M requirements — these change frequently
PAAR — Pre-Arrival
Pre-Arrival Assessment Report (Sea)

PAAR is the Nigeria Customs mandatory filing that must be submitted before the vessel arrives at port. Filed via the Nigeria Customs Service NICIS II system. Early filing — before vessel departure from origin — gives the fastest duty assessment and shortest port dwell time.

Filed with commercial invoice, packing list, Bill of Lading and Form M
Generates the SGD (Single Goods Declaration) automatically
HS code classification determines duty rate — we verify before filing
Incorrect HS codes trigger holds and examinations — costly delays
We file PAAR 48–72 hours before vessel ETA — never the day it arrives
NAFDAC — Food, Pharma & Cosmetics
NAFDAC Sea Cargo Clearance

Food, beverages, drugs, cosmetics, medical devices and packaged water all require NAFDAC inspection at the port. Pre-registration of products dramatically reduces port inspection time. First-time importers must notify NAFDAC before goods ship.

NAFDAC registration number must be on all labels and documents
First-time imports: Pre-import notification to NAFDAC Lagos mandatory
Drugs: NAFDAC import permit required before goods leave origin
Physical inspection at Apapa or Lekki coordinated by our agents
NAFDAC certificate of release triggers NCS final release
SON / SONCAP — Standards
SON Conformity Assessment at Port

The Standards Organisation of Nigeria inspects regulated products at the port. SONCAP (Standards Organisation of Nigeria Conformity Assessment Programme) certificate must be obtained at origin for electronics and regulated goods — before shipment.

SONCAP product list updated regularly — we check before your goods ship
Certificate obtained at origin by SON-accredited inspection body
Port physical inspection by SON compulsory regardless of certificate
SON laboratory testing at port available for borderline cases
Failure = container held; re-inspection fees apply
CISS — Pre-Shipment Inspection
CISS (Combined Inspection & Supervision)

Nigeria's Combined Inspection, Scanning and Supervision scheme applies a levy (currently 1% of FOB value) on all commercial imports. The CISS certificate is issued at origin by a government-approved inspection agency and presented at the Nigerian port.

CISS levy: 1% of FOB value — must be declared accurately
CISS certificate obtained at origin before goods ship
Inspection by GlobalScan, Cotecna or other approved agencies
Incorrect FOB undervaluation triggers NCS audit and penalties
We coordinate the CISS inspection with your supplier at origin
NPA & Terminal Charges
Nigerian Ports Authority (NPA) Levies

NPA charges port development levy, cargo throughput levy, and terminal handling charges at all Nigerian seaports. These are published government tariffs — passed through at cost by Doubleway with zero markup. Storage (demurrage) charges are separate and avoidable.

Port development levy: currently 2% of FOB value
THC (Terminal Handling Charge) set by each terminal operator
Scanner levy (NCS): per container, charged on examination
Demurrage: daily charge after free period — our agents prevent this
All NPA charges itemised in your estimate before shipment

Sea vs Air

Sea freight vs air freight — which is right for your shipment?

The hybrid approach

Split your shipment — get the best of both

Many of our clients ship mixed orders — some goods are urgent (electronics for a product launch, spare parts to restart a factory) while others are not (bulk packaging, furniture, raw materials). Rather than paying air freight rates on everything or waiting 35 days for sea on everything, we split the shipment:

Urgent / high value items → Air freight via MMIA
Bulk / heavy / non-urgent → Sea freight to Apapa or Lekki
One Doubleway team manages both — one WhatsApp, one invoice
Request Hybrid Air & Sea Quote
Cost of sea vs air — your scenario
Shipping 15 CBM (~1,500 kg) of electronics from China:
₦5.6M–₦9.8M
By Air (₦3.5–6.5k/kg)
₦6.3M–₦10.2M
By Sea (incl. duties & port)

At 15 CBM, costs converge — the question becomes: is 35 days at sea vs 5 days by air worth saving ₦0–₦600K on a shipment this size? For electronics, usually not. Ask us to calculate yours.

What Nigerian importers say about our sea freight service

"

We ship 3 FCL containers from China every month. Before Doubleway, demurrage was our biggest expense — ₦400,000 average per container because our old agent would file PAAR after the vessel arrived. Now it's zero. They file PAAR before the ship even leaves Guangzhou.

Common Questions

Sea freight Nigeria — frequently asked questions

How long does sea freight from China to Nigeria take?
Sea freight from China (Guangzhou, Ningbo, Shanghai) to Lagos takes 28–35 days door-to-door, including ocean transit (20–28 days), PAAR processing, customs examination, duty payment and Lagos delivery. Lekki Deep Sea Port is typically faster than Apapa by 3–5 days due to less congestion. Express (direct) vessel services are occasionally available — ask us about current sailing options.
What is the difference between LCL and FCL?
LCL (Less than Container Load) means your goods share a container with other importers' cargo. You pay per CBM — ideal for shipments of 1–12 CBM. FCL (Full Container Load) means you rent the entire container (20ft or 40ft) — all your goods travel alone. FCL typically becomes more economical above 12–15 CBM. We calculate which option is cheaper for your specific shipment and present both options before you decide.
What is Form M and do I need it for sea imports?
Yes — Form M is mandatory for all commercial imports into Nigeria valued above USD $1,000, whether by sea or air. It is opened at your Nigerian bank before goods leave the origin country. Without a valid Form M, your cargo cannot be cleared by Nigerian Customs. Form M must match your Bill of Lading exactly in terms of commodity description, quantity and value. We guide you through current CBN Form M requirements — they change, and getting this wrong causes expensive holds.
How do you prevent demurrage at Nigerian ports?
Our zero-demurrage approach: (1) We file PAAR before the vessel departs origin — not after it arrives. (2) We notify NAFDAC and SON in advance so inspections are queued before the container lands. (3) We track your container daily from vessel departure. (4) We coordinate NCS, NAFDAC, SON and bank simultaneously — not one after another. (5) We have physical agents at the port every day. 97% of our containers exit within the free demurrage period.
Which Nigerian port is best for my cargo?
It depends on your cargo type and destination: Apapa — highest volume, most carrier options, but most congested. Best for general cargo with flexible timelines. Lekki Deep Sea Port — newest, fastest clearance, less congestion. Best for high-value goods and time-sensitive FCL. Tin Can Island — ideal for building materials, bulk goods and vehicles. Onne (Rivers State) — Free Zone status makes it ideal for industrial machinery and oil/gas equipment with potential duty exemptions. We advise the optimal port for your specific cargo — sometimes splitting across ports is the best strategy.
How is sea freight CBM calculated?
CBM (Cubic Metres) is calculated as: Length (m) × Width (m) × Height (m). For LCL shipments, you pay for the actual CBM your goods occupy. For example, 10 cartons each measuring 50cm × 40cm × 30cm = 0.05 × 0.04 × 0.03 × 10 = 0.06 CBM. We calculate your CBM precisely from your packing list before confirming your quote. Unlike air freight, there is no volumetric vs actual weight comparison for LCL — you simply pay for the space your goods take up.
Can you import vehicles to Nigeria by sea?
Yes — we handle vehicle imports by RoRo (Roll-on/Roll-off) or container at Apapa, Tin Can Island and Onne. Key points for vehicle imports to Nigeria: (1) Vehicles over 15 years old from the year of manufacture are banned from import. (2) Customs duty on vehicles is based on NCS valuation tables (not your purchase price). (3) FIRS import levy applies in addition to customs duty. (4) You must have a Form M before the vehicle ships. We advise on duty liability and valuation disputes before you commit to purchasing a vehicle.
What documents do I need for sea freight to Nigeria?
Standard sea freight documents for Nigeria: Commercial Invoice (CIF value), Packing List, Bill of Lading (Original), Form M (opened at your bank), PAAR (we file this), CISS Certificate (from origin inspection body). Additional documents depending on goods: SONCAP Certificate (electronics), NAFDAC Registration/Permit (food/pharma/cosmetics), NAFDAC Import Permit (drugs), SON Certificate, FAAN/DPR Permit (petroleum products). We provide a complete document checklist for your specific cargo — available as a free download below.
Do you offer door-to-door sea freight from UK, China, USA?
Yes — our sea freight service is fully door-to-door. At origin, we arrange collection from your supplier's factory or warehouse, packing (if needed), and delivery to the port of loading. At destination, we clear at the Nigerian port and deliver by GPS-tracked, insured haulage to Lagos, Abuja, Kano, Port Harcourt or any state. You deal with one team, one WhatsApp number, one invoice — from your supplier's door to your warehouse door, regardless of which port in the world your goods come from.
What is Onne Free Zone and can I use it to reduce duties?
Onne Port Complex in Rivers State is a Federal Government Free Zone managed by FOAN (Federal Operations of Onne Port). Goods imported directly into the Onne Free Zone for use within the zone (manufacturing, oil/gas servicing, etc.) may be exempt from import duties and taxes. However, if goods are subsequently moved out of the free zone into Nigeria proper ("fly over"), full customs duties apply. Onne Free Zone is most beneficial for: industrial manufacturers, oil & gas service companies, and businesses operating within the zone.
